Todd Kinney has served as the County Engineer for Clinton County, Iowa for 24 years. He was appointed to the Clinton County Engineer position in 2001 after working for eight years as a consulting engineer. He is a graduate of Iowa State University, receiving his B.S. in Civil Engineering in 1993. Todd served as the Iowa County Engineers Association President in 2012 and the President for the National Association of County Engineers in 2021.
Todd has served on several committees including the Iowa Highway Research Board, Traffic Safety Fund Committee, NACE Pavement Preservation Committee and numerous Technical Advisory Committees. In 2015 Todd was recognized as the Rural County Engineer of the Year by the National Association of County Engineers. The Iowa County Engineer’s Association recognized Todd with the Outstanding County Engineering Achievement Award in 2017.
Todd also coaches High School Track, he and his wife, Heather, of 28 years, live in DeWitt, Iowa and have three children, ages 23, 23 and 26.
