Dr. Halil Ceylan (Ha-leel Jay-LAAN) is the Pitt-Des Moines, Inc. Endowed Professor in the Department of Civil, Construction, and Environmental Engineering at Iowa State University (ISU) and the Director of the Program for Sustainable Pavement Engineering and Research (PROSPER) at ISU’s Institute for Transportation. He also serves as the ISU Site Director for the FAA Center of Excellence for Partnership to Enhance General Aviation Safety, Accessibility, and Sustainability (PEGASAS). With over 25 years of experience in concrete research and pavement engineering, Dr. Ceylan integrates innovative materials, sustainable practices, and advanced technologies to improve the sustainability and resiliency of transportation infrastructure systems. His efforts have been supported by over $27.2 million in funding for 146 research projects from organizations such as the Federal Highway Administration (FHWA), Federal Aviation Administration (FAA), U.S. Department of Defense (DOD)—including the U.S. Army Corps of Engineers (USACE) and the Engineer Research and Development Center (ERDC)—as well as the National Cooperative Highway Research Program (NCHRP), National Science Foundation (NSF), Strategic Highway Research Program 2 (SHRP 2), Portland Cement Association (PCA), Roller Compacted Concrete Pavement Council, and various state departments of transportation and research boards. A Distinguished Member of the American Society of Civil Engineers (ASCE), Dr. Ceylan has authored over 500 publications and has delivered more than 480 presentations, among them 170 invited talks and keynotes. He currently chairs both the ASCE Geo-Institute Pavements and the ASCE Transportation and Development Institute's Uncrewed Aircraft Systems (UAS) Committees. He has also held editorial roles for nine international journals, including the ASCE Journal of Transportation Engineering, Part B: Pavements and the International Journal of Pavement Research and Technology. Dr. Ceylan's achievements have been recognized through numerous prestigious awards, including the ASCE Francis C. Turner Award (2025), TRB Roy W. Crum Award (2024), ASCE Robert Horonjeff Award (2023), and ASCE James Laurie Prize (2021).
