Dr. Halil Ceylan (Ha-leel Jay-LAN) is a Pitt-Des Moines, Inc. Endowed Professor of Civil Engineering and Director of the Program for Sustainable Pavement Engineering & Research (PROSPER) at Iowa State University (ISU). With a research focus on various aspects of transportation infrastructure systems, Dr. Ceylan’s expertise includes analysis, design, construction, modeling, and performance evaluation of both paved and unpaved roads. He has worked on numerous research projects related to pavement materials and pavement systems and has been with ISU since August 2002. Throughout his career, Dr. Ceylan has been involved in over 130 research projects, with a total project funding of over $23 million. He has also authored over 450 publications and delivered over 400 presentations, including 135+ invited talks and several keynote speeches.



In recognition of his exceptional contributions to the field of civil engineering, Dr. Ceylan has received more than 20 awards, including being elected to the 2022 class of ASCE Distinguished Members, the 2021 ASCE James Laurie Prize, and the 2019 FAA PEGASAS Jimenez Faculty/Researcher Award. His research has been widely covered in more than 45 national and international media reports.



Dr. Ceylan serves as the Chair of the ASCE Geo-Institute Pavements Committee and the Transportation and Development Institute Uncrewed Aerial Systems Committee.
